Red Flags:

Guarantee of 1st page rankings in any period of time
Claiming to have secret/insider knowledge of how search engines work
Boasting “Google Certification” or having a “Special Relationship” with Google (Doesn’t hurt if they have Google Certification, but it does not make them an expert)
Require that you get a new website hosted by the SEO company
Any SEO company that uses “best practices” is already behind the times
